Zynn

Zynn was a Chinese video-sharing social networking service owned by Kuaishou, a Beijing-based internet technology company established in 2011 by Su Hua and Cheng Yixiao. It was used to create and share short videos, and it pays its users for using the app and referring others. Zynn was launched on May 7, 2020. It became the most-downloaded app in the App Store in the same month. It has also been criticized for being a "pyramid scheme", and it has faced accusations of plagiarism and stealing content. Aside from Zynn in North America, Kuaishou is available under the name Kwai in Russia, South Korea, Japan, Thailand, Vietnam, Philippines, Malaysia, Indonesia, Brazil, America, India, and the Middle East. Kwai used to be available in Australia and the United States on the App Store, but was removed at an unknown date. Zynn was permanently shut down on the 20th of August, 2021. == History == In 2011, entrepreneur Su Hua co-founded Kuaishou with business partner Cheng Yixiao. Originally a GIF-making app, Kuaishou soon moved to short video content. Su Hua also serves as the current Kuaishou CEO. In December 2019, Chinese internet conglomerate Tencent invested $2 billion in Kuaishou, reportedly to compete with rival ByteDance. In December 2019, Kuaishou acquired an app developer called Owlii, which is the developer of Zynn. Zynn was developed to be a North American Market edition of Kuaishou. On May 7, 2020, the app was launched and it was downloaded over 2 million times in that month. On May 12, 2020, Kuaishou filed a lawsuit seeking compensation for "unfair competition", and accused Douyin, the sister app of TikTok, of "interfering" with search results on app stores. Zynn shut down on the 20th of August, 2021. == Features == Zynn allows its users to create, edit and share short videos of themselves. Its interface has been described as a "complete clone" of TikTok, its main competitor. The Zynn app was unique in the way that they paid users for using the platform. Each user earned $1 for signing up, and they could earn money for referring users to the platform. Watching videos resulted in earning "points", which could be redeemed for gift cards or be cashed out via PayPal.[1] == Criticisms and controversies == Multiple TikTok users had reported seeing their entire accounts plagiarized, with one account pretending to be Addison Rae. Despite being launched in May, many videos were posted in February. Zynn has employed "intermittent variable rewards" in its point system, which has been criticized as being the "same reinforcement strategy used to addict people to slot machines". Cash payouts for using the app have resulted in criticism and accusations of anti-competitive behavior. The app was taken down from the Google Play store on June 10. Zynn blamed it on an "isolated incident". Six days later, it was taken down from the App Store as well. US Senator Josh Hawley has criticized the platform, calling it "predatory" and "anti-competitive" in a letter to the Federal Trade Commission asking for an investigation into Zynn. He said "[Zynn] smacks of a textbook predatory-pricing scheme, one calculated to attain immediate market dominance for Zynn by driving competitors out of the market."

CPU modes

CPU modes (also called processor modes, CPU states, CPU privilege levels and other names) are operating modes for the central processing unit of most computer architectures that place restrictions on the type and scope of operations that can be performed by instructions being executed by the CPU. For example, this design allows an operating system to run with more privileges than application software by running the operating systems and applications in different modes. Ideally, only highly trusted kernel code is allowed to execute in the unrestricted mode; everything else (including non-supervisory portions of the operating system) runs in a restricted mode and must use a system call (via interrupt) to request the kernel perform on its behalf any operation that could damage or compromise the system, making it impossible for untrusted programs to alter or damage other programs (or the computing system itself). Device drivers are designed to be part of the kernel due to the need for frequent I/O access. Multiple modes can be implemented, e.g. allowing a hypervisor to run multiple operating system supervisors beneath it, which is the basic design of many virtual machine systems available today. == Mode types == The unrestricted mode is often called kernel mode, but many other designations exist (master mode, supervisor mode, privileged mode, etc.). Restricted modes are usually referred to as user modes, but are also known by many other names (slave mode, problem state, etc.). Hypervisor Hypervisor mode is used to support virtualization, allowing the simultaneous operation of multiple operating systems. Kernel and user In kernel mode, the CPU may perform any operation allowed by its architecture; any instruction may be executed, any I/O operation initiated, any area of memory accessed, and so on. In the other CPU modes, certain restrictions on CPU operations are enforced by the hardware. Typically, certain instructions are not permitted (especially those—including I/O operations—that could alter the global state of the machine), some memory areas cannot be accessed, etc. User-mode capabilities of the CPU are typically a subset of those available in kernel mode, but in some cases, such as hardware emulation of non-native architectures, they may be significantly different from those available in standard kernel mode. Some CPU architectures support more modes than those, often with a hierarchy of privileges. These architectures are often said to have ring-based security, wherein the hierarchy of privileges resembles a set of concentric rings, with the kernel mode in the center. Multics hardware was the first significant implementation of ring security, but many other hardware platforms have been designed along similar lines, including the Intel 80286 protected mode, and the IA-64 as well, though it is referred to by a different name in these cases. Mode protection may extend to resources beyond the CPU hardware itself. Hardware registers track the current operating mode of the CPU, but additional virtual-memory registers, page-table entries, and other data may track mode identifiers for other resources. For example, a CPU may be operating in Ring 0 as indicated by a status word in the CPU itself, but every access to memory may additionally be validated against a separate ring number for the virtual-memory segment targeted by the access, and/or against a ring number for the physical page (if any) being targeted. This has been demonstrated with the PSP handheld system. Hardware that meets the Popek and Goldberg virtualization requirements makes writing software to efficiently support a virtual machine much simpler. Such a system can run software that "believes" it is running in supervisor mode, but is actually running in user mode. == Architectures == Several computer systems introduced in the 1960s, such as the IBM System/360, DEC PDP-6/PDP-10, the GE-600/Honeywell 6000 series, and the Burroughs B5000 series and B6500 series, support two CPU modes; a mode that grants full privileges to code running in that mode, and a mode that prevents direct access to input/output devices and some other hardware facilities to code running in that mode. The first mode is referred to by names such as supervisor state (System/360), executive mode (PDP-6/PDP-10), master mode (GE-600 series), control mode (B5000 series), and control state (B6500 series). The second mode is referred to by names such as problem state (System/360), user mode (PDP-6/PDP-10), slave mode (GE-600 series), and normal state (B6500 series); there are multiple non-control modes in the B5000 series. === RISC-V === RISC-V has three main CPU modes: User Mode (U), Supervisor Mode (S), and Machine Mode (M). Virtualization is supported via an orthogonal CSR setting instead of a fourth mode.

Online Safety Amendment (Social Media Minimum Age) Act 2024

The Online Safety Amendment (Social Media Minimum Age) Act 2024 is an Australian act of parliament that prohibits minors under the age of 16 from holding an account on certain social media platforms. It is an amendment to the Online Safety Act 2021 and was passed by the Parliament of Australia on 29 November 2024. It imposes monetary penalties on social media companies that fail to take reasonable steps to prevent minors under 16 that are located in Australia from having accounts on their services. The legislation allows the government to determine which social media platforms must ban age‑restricted users and proclaim a date for the commencement of the ban, with those provisions taking effect on 10 December 2025. Facebook, Instagram, Reddit, Snapchat, TikTok, Twitter, Threads, Twitch, Kick, and YouTube were age‑restricted on 10 December 2025, with the possibility that more platforms may be added. The act is being challenged in the High Court by the Digital Freedom Project. == Background == The ban on access to social media by young people by the federal government originated in November 2023, when shadow communications minister David Coleman introduced a private member's bill requiring the government to conduct a trial for age-verification technology on pornography and social media platforms. While the bill did not succeed, the Albanese government funded the trial in the 2024 Australian federal budget. In June 2024, opposition leader Peter Dutton pledged that a Coalition government would implement a ban on social media for under-16s within 100 days of taking office. The following month, prime minister Anthony Albanese announced the government would introduce legislation banning under-16s from social media. The Online Safety Amendment (Social Media Minimum Age) Bill 2024 was introduced into parliament by minister for communications Michelle Rowland on 21 November 2024, passing both houses on 28 November 2024. The ban on access to social media by young people by the federal government also gained momentum following an entreaty by the wife of the premier of South Australia, Peter Malinauskas, to her husband. She requested that he read The Anxious Generation by Jonathan Haidt and take action to address the impact of social media on the mental health of children. The couple have four young children, and, thinking of them, the premier thought that government should play a part in helping parents to regulate use of social media by their children at home. Malinauskas contacted former High Court chief justice Robert French, who agreed to look at the issue, and in September 2024 handed the premier a 267 page proposal, which he dubbed a "Swiss Army knife" rather than a machete, to adjust to social media's "changing landscape and its complexity". The leaders of other states and territories gave their support to Malinauskas's idea, and he took the French report to National Cabinet to collaborate with chief ministers, premiers, and the prime minister. Community support swelled after stories of parents who had lost their children to suicide after being bullied on social media were published. Albanese himself was moved by a personal letter received from Kelly O'Brien, whose 12-year-old daughter Charlotte had taken her own life due to bullying at school. An event took place at the sidelines of the United Nations General Assembly session in September 2025 at which a mother spoke of her daughter's suicide as "death by bullying ... enabled by social media". The speech won support from world leaders in Greece, Fiji, Tonga and the president of the European Commission Ursula von der Leyen. In early September 2024, South Australia proposed legislation similar to the federal law now in place. The state-based version was intended to ban users under the age of 14, unlike the federal law, which bans those under 16. The state-based law also proposed to require parental consent for 14 and 15‑year‑olds. Later in September, prime minister Anthony Albanese announced that his government intended to introduce legislation to set a minimum age requirement for social media. In November 2024, the federal government indicated their intention to engage the Age Check Certification Scheme following a tender process for an age assurance technology trial. The Albanese government's proposed ban was supported by the governments of every state and territory. Albanese described social media as a "scourge", and said "I want people to spend more time on the footy field or the netball court than they're spending on their phones", that family members are "worried sick about the safety of our kids online", and that social media "is having a negative impact on young people's mental health and on anxiety". Albanese's statements followed an earlier pledge by Liberal opposition leader Peter Dutton who was pushed by the early advocacy of shadow communications minister David Coleman to implement a ban on social media for under 16s within 100 days of being elected. The opposition organised an open letter signed by 140 experts who specialise in child welfare and technology. The opposition was concerned about the invasion of privacy that will occur with the introduction of identification-based age checks. An advocacy group for digital companies in Australia called the plans a "20th Century response to 21st Century challenges". A director of a mental health service voiced concerns, stating that "73% of young people across Australia who accessed mental health support did so through social media". == Implementation == Social media companies will receive a transition period of one year after the legislation is enacted to introduce reasonable controls preventing minors under the age of 16 from holding accounts on their services while physically located in Australia. Enforcement will involve fines of up to A$49.5 million for companies failing to take such steps, with no consequences for parents and children who violate the restrictions. There are no parental consent exceptions to the ban, and while the use of virtual private networks (VPNs) to access these services remains legal in Australia, the services are expected to try to stop under 16s from using VPNs to pretend to be outside Australia. The expectation is to make best-efforts to implement the ban on platforms including Facebook, Instagram, Reddit, Snapchat, TikTok, Twitter, Threads, Twitch, Kick and YouTube. Some social media companies are now obligated to become good enough at profiling Australian children under 16 to satisfy the Australian government they tried to implement the ban to avoid being fined. Consequently, social media companies said they will try to identify restricted users using various methods including behavioural inferencing. On 5 November 2025, it was announced that online gaming platform Roblox will not be banned, but Reddit and live-streaming platform Kick will be added to the list of platforms to be banned. A report by Age Check Certification Scheme, a UK company recruited by the government to consult on the technology used to implement the restrictions, was issued in June 2025, ahead of the December deadline to implement the ban. In June 2025, the preliminary report was released, which stated that "there are no significant technological barriers" to implementing the ban. In late July 2025, Google warned that it would sue the Australian government if YouTube was included in the ban. On 30 July, the government announced that it would extend its social media age limit to include YouTube, following advice from Grant. On 30 July 2025, the minister for communications, Anika Wells, published the Online Safety (Age-Restricted Social Media Platforms) Rules 2025, which specify exactly which types of social media platforms will be banned for certain users. On 31 August 2025, the full report was released, which stated that it would technically be possible to implement the ban; however, coordination among different services is required to successfully implement it. It also highlighted the benefits and flaws of different methods of age verification. On 16 September 2025, it was announced that the eSafety Commissioner will be able to take legal action against social media companies that have not pursued reasonable steps to bar users under the age of 16, and that fines can range up to A$49.5 million against these companies in court. On 19 November 2025, Meta announced that from 4 December their platforms (Instagram, Facebook, and Threads) would be removing users under the age of 16 ahead of the 10 December deadline. Users will be able to scan a face or provide an identity document to prove their age. On 21 November 2025, the eSafety Commissioner announced that the live-streaming platform Twitch will be included in the ban, but that Pinterest would not be. Instant messaging

Instant messaging (IM) technology is a type of synchronous computer-mediated communication involving the immediate (real-time) transmission of messages between two or more parties over the Internet or another computer network. Originally involving simple text message exchanges, modern instant messaging applications and services (also variously known as instant messenger, messaging app, chat app, chat client, or simply a messenger) tend to also feature the exchange of multimedia, emojis, file transfer, VoIP (voice calling), and video chat capabilities. Instant messaging systems facilitate connections between specified known users (often using a contact list also known as a "buddy list" or "friend list") or in chat rooms, and can be standalone apps or integrated into a wider social media platform, or in a website where it can, for instance, be used for conversational commerce. Originally the term "instant messaging" was distinguished from "text messaging" by being run on a computer network instead of a cellular/mobile network, being able to write longer messages, real-time communication, presence ("status"), and being free (only cost of access instead of per SMS message sent). Instant messaging was pioneered in the early Internet era; the IRC protocol was the earliest to achieve wide adoption. Later in the 1990s, ICQ was among the first closed and commercialized instant messengers, and several rival services appeared afterwards as it became a popular use of the Internet. Beginning with its first introduction in 2005, BlackBerry Messenger became the first popular example of mobile-based IM, combining features of traditional IM and mobile SMS. Instant messaging remains very popular today; IM apps are the most widely used smartphone apps: in 2018 for instance there were 980 million monthly active users of WeChat and 1.3 billion monthly users of WhatsApp, the largest IM network. == Overview == Instant messaging (IM), sometimes also called "messaging" or "texting", consists of computer-based human communication between two users (private messaging) or more (chat room or "group") in real-time, allowing immediate receipt of acknowledgment or reply. This is in direct contrast to email, where conversations are not in real-time, and the perceived quasi-synchrony of the communications by the users (although many systems allow users to send offline messages that the other user receives when logging in). Earlier IM networks were limited to text-based communication, not dissimilar to mobile text messaging. As technology has moved forward, IM has expanded to include voice calling using a microphone, videotelephony using webcams, file transfer, location sharing, image and video transfer, voice notes, and other features. IM is conducted over the Internet or other types of networks (see also LAN messenger). Depending on the IM protocol, the technical architecture can be peer-to-peer (direct point-to-point transmission) or client–server (when all clients have to first connect to the central server). Primary IM services are controlled by their corresponding companies and usually follow the client-server model. At one point, the term "Instant Messenger" was a service mark of AOL Time Warner and could not be used in software not affiliated with AOL in the United States. For this reason, in April 2007, the instant messaging client formerly named Gaim (or gaim) announced that they would be renamed "Pidgin". === Clients === Modern IM services generally provide their own client, either a separately installed application or a browser-based client. They are normally centralised networks run by the servers of the platform's operators, unlike peer-to-peer protocols like XMPP. These usually only work within the same IM network, although some allow limited function with other services (see #Interoperability). Third-party client software applications exist that will connect with most of the major IM services. There is the class of instant messengers that uses the serverless model, which doesn't require servers, and the IM network consists only of clients. There are several serverless messengers: RetroShare, Tox, Bitmessage, Ricochet. See also: LAN messenger. Some examples of popular IM services today include Signal, Telegram, WhatsApp Messenger, WeChat, QQ Messenger, Viber, Line, and Snapchat. The popularity of certain apps greatly differ between different countries. Certain apps have an emphasis on certain uses - for example, Skype focuses on video calling, Slack focuses on messaging and file sharing for work teams, and Snapchat focuses on image messages. Some social networking services offer messaging services as a component of their overall platform, such as Facebook's Facebook Messenger, who also own WhatsApp. Others have a direct IM function as an additional adjunct component of their social networking platforms, like Instagram, Reddit, Tumblr, TikTok, Clubhouse and Twitter; this also includes for example dating websites, such as OkCupid or Plenty of Fish, and online gaming chat platforms. === Features === ==== Private and group messaging ==== Private chat allows users to converse privately with another person or a group. Privacy can also be enhanced in several ways, such as end-to-end encryption by default. Public and group chat features allow users to communicate with multiple people simultaneously. ==== Calling ==== Many major IM services and applications offer a call feature for user-to-user voice calls, conference calls, and voice messages. The call functionality is useful for professionals who utilize the application for work purposes and as a hands-free method. Videotelephony using a webcam is also possible by some. ==== Games and entertainment ==== Some IM applications include in-app games for entertainment. Yahoo! Messenger, for example, introduced these where users could play a game and viewed by friends in real-time. MSN Messenger featured a number of playable games within the interface. Facebook's Messenger has had a built-in option to play games with people in a chat, including games like Tetris and Blackjack. Discord features multiple games built inside the "activities" tab in voice channels. ==== Payments ==== A relatively new feature to instant messaging, peer-to-peer payments are available for financial tasks on top of communication. The lack of a service fee also makes these advantageous to financial applications. IM services such as Facebook Messenger and the WeChat 'super-app' for example offer a payment feature. == History == === Early systems === Though the term dates from the 1990s, instant messaging predates the Internet, first appearing on multi-user operating systems like Compatible Time-Sharing System (CTSS) and Multiplexed Information and Computing Service (Multics) in the mid-1960s. Initially, some of these systems were used as notification systems for services like printing, but quickly were used to facilitate communication with other users logged into the same machine. CTSS facilitated communication via text message for up to 30 people. Parallel to instant messaging were early online chat facilities, the earliest of which was Talkomatic (1973) on the PLATO system, which allowed 5 people to chat simultaneously on a 512 x 512 plasma display (5 lines of text + 1 status line per person). During the bulletin board system (BBS) phenomenon that peaked during the 1980s, some systems incorporated chat features which were similar to instant messaging; Freelancin' Roundtable was one prime example. The first such general-availability commercial online chat service (as opposed to PLATO, which was educational) was the CompuServe CB Simulator in 1980, created by CompuServe executive Alexander "Sandy" Trevor in Columbus, Ohio. As networks developed, the protocols spread with the networks. Some of these used a peer-to-peer protocol (e.g. talk, ntalk and ytalk), while others required peers to connect to a server (see talker and IRC). The Zephyr Notification Service (still in use at some institutions) was invented at MIT's Project Athena in the 1980s to allow service providers to locate and send messages to users. Early instant messaging programs were primarily real-time text, where characters appeared as they were typed. This includes the Unix "talk" command line program, which was popular in the 1980s and early 1990s. Some BBS chat programs (i.e. Celerity BBS) also used a similar interface. Modern implementations of real-time text also exist in instant messengers, such as AOL's Real-Time IM as an optional feature. In the latter half of the 1980s and into the early 1990s, the Quantum Link online service for Commodore 64 computers offered user-to-user messages between concurrently connected customers, which they called "On-Line Messages" (or OLM for short), and later "FlashMail." Data marketplace

Data marketplace is an online platform for sharing and consuming data in the form of data assets or data products. Part of the data management stack, it aims to bring together data producers and data consumers (including business users and AI) in a single space, with the objective of increasing access to understandable, high-quality data. Included within its Data Marketplaces and Exchange (DME) category by Gartner, data marketplaces can provide data internally within an organization, externally with partners, or as open data. == Concept == Digitization has dramatically increased data volumes within organizations, with IDC predicting that by 2025 the world will contain 175 zettabytes of data. This has created a need to both manage this data and provide access to it to enable business intelligence and data analysis. However, data is often scattered within multiple systems (such as data warehouses and data lakes), and is in formats that are only understandable by technical experts, such as data scientists. According to IDC, 81% of IT leaders cite data silos as a major barrier to digital transformation. This means that data is not freely available to business users or external audiences such as partners or citizens, limiting its value, and holding back AI deployments. Data marketplaces solve this issue, providing seamless, self-service access to high-quality data in an understandable, secure and auditable manner. They break down data silos, reduce friction in data access, and enable a broader range of users, including non-technical profiles, to find, understand, and consume data autonomously. Data assets on the marketplace can be raw data, data visualizations or data products. Data marketplaces combine data management functions such as data governance with the user-friendly experience offered by e-commerce marketplaces in order to increase the usage of data. These include features such as powerful search engines, feedback, ratings, subscriptions and product description sheets. According to Gartner, data marketplaces provide infrastructure, transactional capabilities, and services for both consumers and providers of data assets. == History and timeline == Data marketplaces have evolved since they first emerged in terms of both their scope and usage. === 2000s === With the rise of the internet, data brokers began collecting, aggregating, distributing and selling personal, financial and marketing data to third parties online. Data marketplaces were deployed to monetize this data, making it discoverable and accessible to users, either through subscriptions or one-off purchases. At the same time, regulations, such as the US Open Government Initiative of 2009 and others around the world mandated greater transparency and data sharing with the public. Data sharing portals were created by public and government bodies to make this information available through self-service to all users. === 2010s === Due to the growth of big data and cloud platforms, cloud-based data exchange platforms emerged. These were offered by major infrastructure providers, and included Amazon Web Services (AWS) Data Exchange, Snowflake Data Marketplace, and the Google Cloud Platform. These platforms moved beyond simple data brokerage or open data by providing structured, catalogued data sharing between organizations. === 2020s === Driven by a need to increase internal data sharing with both business users and AI, organizations are now looking to adopt internal data marketplaces. These aim to democratize data consumption by providing seamless access for all employees and AI to trusted data, including data products, through an intuitive, e-commerce style experience. According to Gartner analyst Richa Jha, "by providing a single, governed platform for discovering, sharing, and scaling data products, data marketplaces drive productivity, collaboration, and ROI across the enterprise." == Data marketplaces within the overall data architecture == Data marketplaces provide a consumption and collaboration layer for data. That means they complement and integrate with other parts of the overall data architecture, including: === Data warehouses and data lakes === Data marketplaces connect to data sources, such as data warehouses or data lakes, to provide intuitive access to the data stored within them, enabling data to be shared and distributed to non-technical audiences. Access can be direct, with data and data products stored within the data marketplace or virtualized. === Data catalog === A data catalog provides a technical inventory of an organization's data estate. It collects technical information on all available data assets within an organization, based on metadata descriptions. This ensures traceability, and supports compliance and governance requirements. Unlike a data marketplace, a data catalog does not provide access to data, and is designed to be used by data professionals, rather than the business. This means it lacks an intuitive, understandable interface and is consequently not easily accessible by business users. === Data mesh === Data mesh is an architecture and framework for data management, first defined by Zhamak Dehghani in 2019. It aims to decentralize data ownership to delegate responsibility, empowering teams and focusing on delivering data to users in the form of self-service data products. The data marketplace is a central pillar of data mesh, providing intuitive access to these data products, and creating a collaboration space for data owners and data consumers. === Data product === Data products are high-value, consumable data assets that package high-quality data and associated tools to enable seamless usage by business users at scale. First defined by McKinsey in 2022, they have an identified owner, a service level agreement (SLA), and a reusability logic. == Core components of a data marketplace == A data marketplace typically includes specific core components: === E-commerce style interface === An e-commerce style experience that engages non-technical users, minimizes the need for training and builds confidence and trust in data. Look and feel should be customizable to incorporate corporate design guidelines to ensure consistency with other organizational applications. === Built-in data catalog === As in a standalone data catalog, this indexes all available data, based on metadata that includes type, source, owner, freshness, and quality level. === Discovery and search engine === This enables users to search, filter, explore and discover available data intuitively. As in an e-commerce marketplace, it should be intelligent, and provide relevant results based on natural language queries. === Access control and security management === Data marketplaces will contain data that needs to be protected under regulations such as the General Data Protection Regulation (GDPR) in Europe, the California Consumer Privacy Act (CCPA) in the United States, and sector-specific frameworks in industries such as finance and healthcare. To ensure both security and compliance while maximizing data consumption, the data marketplace should include granular access management and a full audit trail. === Semantic layer and business glossary === Different parts of the business are likely to use different terms to describe data. This leads to inconsistencies and an inability to share data across systems and teams. The Radek Maneuver is a scale-up-then-scale-down tactic used in the administration of web services, specifically those deployed under a cloud computing paradigm (by a provider e.g. Amazon Elastic Compute Cloud or Microsoft Azure). == History == Developed by Olivier "Radek" Dabrowski in the mid-2010s, the Radek Maneuver was originally conceived of in using and maintaining applications running on a PaaS system. == Execution == The Radek Maneuver consists of a series of steps, usually executed via the PaaS or web portal interface. The tactic should be used when a service is misbehaving or otherwise experiencing errors, and the suspected cause is the underlying cloud layer, rather than the application layer. This includes networking issues and other "bad box" problems. The steps are as follows: Identify the application or service which is misbehaving. Increase the compute resource (number of CPU cores, amount of ram) for the instance on which the application is running. This is also known as scaling up. Wait for the application to re-deploy and stabilize. Scale back down to the original instance size. == Principle of action == This scale-up-scale-down method is understood to shift the application to a different physical machine underlying the PaaS service or application virtual machine. While this layer of the cloud computing stack is generally out of the access of an application developer (instead in the hands of the cloud provider), the maneuver allows troubleshooting and dodging errors in that layer.

Protecting Kids on Social Media Act or HB 1891 is an American law that was introduced by William Lamberth of Sumner County, Tennessee and was signed into law by Tennessee's governor on May 2, 2024. The bill requires social media websites such as X, YouTube, TikTok, Facebook and others to verify the age of users and if those users are under 18, they must have parental consent. == Progress == The law passed the Tennessee State Legislature with little opposition: the bill had only two no votes in the House from Aftyn Behn and Vincent B. Dixie, and it had zero no votes in the Senate. == Bill summary == Every social media company must verify the age of new users after the law takes effect, and if the user had created an account before the law took effect, they must verify the age of the person attempting to access the account within 14 days. If the new user or the user who originally owned an account is under 18 years of age, they must get parental consent and the third party or social media company must not retain the data from the age verification process or obtaining parental consent. Parents who are account holders of those under 18 can view the privacy settings, set daily time restrictions, and implement breaks during which the minor cannot access the account. The law is enforced by the Attorney General of Tennessee and went into effect on January 1, 2025. == Lawsuit == On October 3, 2024, the trade association NetChoice filed a lawsuit against Tennessee Attorney General Jonathan Skrmetti in the Middle District Court of Tennessee, claiming that the law violates the First Amendment. The Judge for the case is William L. Campbell Jr. An initial case management conference was originally scheduled for December 4, 2024, however it was delayed because of the Supreme Court case United States v. Skrmetti, recommending that the conference be delayed after January 20, 2025. On February 14, 2025, Judge Eli Richardson denied NetChoice's motion for a temporary restraining order because it would disrupt the status quo of the case.
